On the 7th of July last year the warrant that

accredited J. Grant Smith, a British subject as

Peruvian Consul in Hong Kong was cancelled. This

official completely neglected his Consular duties,

not having communicated with the Ministry for a very

long time, nor did he transmit the monthly accounts

and owes a heavy sum to the Government the amount of

which it is impossible to ascertain exactly but which

must be the equivalent of what had been received by

him for fees during many months. On the same date

the Ministry gave instructions to Mr. Mesa, who

had recently been named Consul General in Asia, to

exact from Smith the delivery of the Archives of the

Consulate, as also the Consular funds which he unduly

retained in his possession.

Mr. Mesa arrived at Hong Kong in October last.

At first ex Consul Smith appeared to recognize his

authority
